In 1999, U.S. planes bombed the Chinese Embassy in Yugoslavia during a NATO air strike, killing three Chinese journalists and wounding 20 others. In 2001, a U.S. reconnaissance plane collided with a Chinese fighter jet, killing the Chinese pilot. Whereas the government in 1999 allowed and even encouraged anti-American protests, in 2001, would-be protesters were quickly escorted away and the official media told to tone down their rhetoric. What explains the Chinese government’s decision to allow protests in 1999 but nip them in the bud in 2001?
